A Meeting of the Advisory Committee OF THE SOCIETY OF MINIATURE RIFLE CLUBS WILL BE HELD IN THE WRITING ROOM OF THE ROYAL UNITED SERVICE INSTITUTION, WHITEHALL, AT 11.30 a.m. ON SATURDAY, 5th OCTOBER, 1946. . Lunch will be arranged for 12.30 p.m. at an outside restaurant. AGENDA Section A. To confirm the minutes of the previous official meeting held at Edinburgh on 23rd February, 1946, as published in the spring issue of The Rifleman. Matters arising out of minutes. Section B. Open Meetings Rules and Regulations. Recommended by Hertfordshire S.B.R.A. Rule 8. Classification'to precede S.M.R.C. Open Meetings, 1947 - 1. A competitor at any S.M.R.C. Open Meeting shall be re quired to state his classification. 1.1 A competitor's classification shall be based on his shooting at (a) Previous S.M.R.C. Open Meetings, or if he has not entered S.M.R.C. Open Meetings at (b) Open County Meetings or meetings of similar status or if he has not shot in open competition, on (c) Averages made in League and Club shooting c a l c u l a t e d i n t h e m a n n e r o u t l i n e d b e l o w . 1.2 Classification shall be based on scores made at 25 yards (if 1.1c para, is applicable—20 or 15 yard scores may be coimted). 1.3 Only cards shot in single entry or team events shall be calculated. (Practice, unlimited and time limit cards shall not be considered.) 1.4 Where competitions are shot concurrently only one score shall coimt. 2. The classification shall be arrived at in the following manner:— 2.1 The lowest score shall first be struck out, then the highest scoie shall be struck out, and then the next lowest score, and then the next hi^est, and so on until one card remains, the score on this card being known as t h e " u n s t r u c k s c o r e . " 2.2 Final unstruck scores of 98 or over shall rank as Class A. „ „ „ „ 9 6 o r o v e r „ „ C l a s s B „ 9 4 o r o v e r „ „ „ C l a s s C „ 92 or over „ „ „ Class D_' 3. 3.1 If a competitor exceeds his average at an S.M.R.C. Open Meeting he shall be graded into the next higher class at the next S.M.R.C. Open Meeting, as and from the close of the first meeting. 3.2 A competitor may be graded down on' the results of two S.M.R.C. Open Meetings, or on the results of one S.M.R.C. and two County Meetings, or on the results of three County or similar status meetings. 4. 4.1 The competitor shall be responsible for making his classification from the results displayed at such meetings, but under certain chcumstances and on payment of the suitable fee scores may be sent to a competitor or other interested person. 4.2 The. competitor shall submit to the S.M.R.C. or the organising body concerned, a stamped addressed envelope for reply plus a search fee of Is. 6d. 4.3 The S.M.R.C. or other organising body may demand either before or after the results of meeting a certificate of accuracy of classification from the competitor, which shall be certified by the secretary of the County Asso ciation or club whichever is concerned. The costs of search shall be borne by the competitor if his classifi cation is found to be false. 5. Penalties. A competitor shooting under a false classification shall forfeit the amount subscribed to the competitions in which the penalty occurs, but not to competitions to which the competitor may have subscribed above li class, and he shall also forfeit his right to prizes in those competitions in which the penalty occurs. Under certain circumstances, the entry may be transferred to a higher class, without extra fee. Where a competitor has not previously shot in an S.M.R.C. or similar status meeting, and has to fall back on club shooting for his classification the following system shall be used. It is very unlikely that any competitor will enter an Open Meeting with less than ten weeks shooting experience. 1. Shooting shall be taken over ten weeks prior to the last date for entry to the meeting, irrespective of the number of cards shot. 2. The cards to be counted shall be S.M.R.C. League cards, County League cards, local league cards, club competitions. J. The unstruck average shall be decided for each of the ten weeks, missing out those weeks during which no cards are shot. 4. A total unstruck average shall be decided from the unstruck weekly averages. , 5. The classification shall be based on the final unstruck average. Recommended by Surrey County S.B.R.A. Open Meeting Rules. Rule 8, page 7, be re-worded A cl asses of marksmen at meeti ngs, namely, A, a, C and p, and classification will be determined by the en trant s recognised ability at the time when entries close, as follows : (a) Where the marksman has attended a recognised Open Meeting since the 1st September, 1946, by taking the average of his scores made in his entered class events at all ranges (excluding Time Limit, Telescopic Sight, Un limited Entry and special conditions) after deleting certain of his lowest scores, at the last meetlng(s) attended. 7 to 10 cards shot delete 2 lowest. 11 to 14 cards shot delete 3 lowest. Below 7 lowest only. (b) Where the marksman has never attended a recognised Open Meeting prior to the date of entry, by taking the average of his best 8 out of the last 10 cards shot' at 25 yards or on proportionate cards, in S.M.R.C. competitions and leagues. County competitions and leagues, or club events providing the latter are properly certified by a responsible official. (c) Where a marksman fails to fulfil either (a) or (b) above, he will shoot his first meeting in Class A. The classification averages will be Class A. Rule 9, page 8, be re-worded . For the purposes of classification only meetings recog nised by the S.M.R.C. as reaching a certain minimum standard of programme length and conduct of statistical affairs will rank for classification. A minimum recognised Open Meeting must contain the tollowing Individual Entry Competitions in its published pro g r a m m e o p e n t o a l l c o m e r s : — A C l a s s : 7 c a i d s . B Class ; 7 „ C Class : 6 ,, D Class : 5 „ The programme and arrangements for a recognised meeting must be submitted to the S.M.R.C. for approval and the meeting must be advertised as such. Rule 20, page 10, will contain Mter the words "the whole of the arm," an additional * ^ readmg, " including the sling or sling cuff." Rule 23 shall be followed by a new rule. No. 23a. In any competition should a competitor be prevented from | completing his shoot within the allotted time for any reason ' outside his control other than the provisions in Rule 3, due for I instance to his target becoming dislodged or displaced in the frame, he shall have the right to claim its completion, or a new target in the next detail. Recommended by London S.B.R.A. S.M.R.C. Open Meetings. That the competitions and entry fees be standardised for all classes, and prize money distributed in proportion to the number of entries received in each class. Recommended by Northamptonshire and Huntingdonshire A.S.B.R.C- County Representation (Rule 14, last paragraph) As some clubs have members who reside across the boundary of adjoining counties should not eligibility to represent a county be extended to club membership for both Open and Postal shooting m a t c h e s ? The Council be requested to make their programmes more varied, and to offer more competitions which cater for Telescopic Sight shooting. If the policy of the Society is to continue to restrict the use of ammunition at open meetings to those brands stocked by the Society, the Council be requested to urge British manufacturers to produce ammunition of accuracy comparable to the most accu rate foreign brands, or alternatively, for the Society to offer for sale to any club or member a far greater variety of brands of am munition as soon as possible. Recommended by County of Lanark M.R.A. Entries. That paragraph 3 of Rule 12, on page 9 of the Society's Rules and Regulations reads No competitor may shoot as a member of more than one team, etc., etc. This in eflfect means that the three words " in team events " be deleted. Recommended by manufacturers :— Rule 15, second paragraph, add the words : " The rim of the plug gauge must be .22 inch without any tolerances and absolutely concentric." Recommended by the Scottish Advisory " That the conditions of the Earl Haig Memorial Challenge Cup at the open meetings be entirely squadded." " That the qualification of entry for the Scottish Championship should be Scottish birth." " Rule 14, That in the fifth paragraph sentence 3 'should be eliminated." Conduct of shooting. Rule 15 :— (a) That the equipment of the range for time limit events at open meetings if possible be the same as formerly, aitd that is on independent ranges. (b) That the number boards on the butts at 100 yards ranges be placed as near as possible above or below the target, and that the numbers on the firing points be properly situated. (c) That more than one major range officer be provided wherever possible. Recommended by Durham County M.R.A. Conduct of shooting (Rule 15) (1) That more flags be provided for the S.M.R.C. meetings, so that more competitors are able to use them. (2) That the width of the butts correspond to the width of the firing point, so that competitors have less chance of shooting on the wrong target. Section C. Postal Shooting Regulations. Recommended by the Council. " That the Queen Alexandra Cup Competition be recommenced i n t h e y e a r 1 9 4 7 . " Recommended by Surrey County S.B.R.A. Rule 21 (d) be extended to read : " A registration of team(s) may be altered af^ter entry, but the S.M.R.C. must be notified of such before the first match is shot." Recommended by London S.B.R.A. That until the supply of rifles is adequate to meet the demand, the S.M.R.C. allow shooting during the whole of the match period in all their competitions. Recommended by Northamptonshire and Huntingdonshire A.S.B.R.C. League conditions, Rule 19 :— Owing to difficulties of club secretaries assembling a team within the specified period of two hours, due to limited access to ranges, members of the team working in different shifts, and in 5 country districts working according to the weather conditions on food production, the Council be requested to amend the rule to enable members of a team to shoot at any time within a specified period of not less than 14 days, unless the opposing team gives notice of intention to witness the shoot. Recommended by the Informal Advisory Committee held in Edin burgh on 20th June, 1946 :— ■' That a County Sextette Postal Match be inaugurated. " That for the pre-war team competitions for the Alexandra Trophy, the Wyllie, Barr and Ross, and the Sunshine Trophies, and all similar trophies involving cities, counties and national areas, the S.M.R.C. should take full control. " To consider invitations for Open National Prize Meetings in 1947 The Scottish National Meeting at Perth in June ; British National Meeting at Bisley in July ; Welsh National Meeting at Swansea in September." Section D. General Recommendations. Recommended by Surrey County S.B.R.A. (1) The National League revert to pre-war conditions in all respects. (2) Definitions and illustrations of all approved shooting positions, namely. Prone, Kneeling, Sitting and Standing be included in the rules. (3) Attention be again directed to defining all standard gauges for 0.22 shooting in terms of their design, rim and plug sizes with proper working tolerances and these matters be deter mined by a special sub-committee of experts in such matters. (4) That a complete set of S.M.R.C. standard gauges be loaned to each affiliated County Association by the Society for use at their meetings, and in case of challenge by their members. (5) That the published regulations for any competition be strictly adhered to once the entry forms have gone out and are not modified or altered in any way without the consent of all entrants. Recommended by Sussex County S.B.R.A. Condition of targets ; "That an immediate improvement be made in the quality and thickness of 50 and 100 yard cards as those now being sold by the S.M.R.C. are most unsuitable for use on outdoor ranges in anything less than ideal weather." Any other business. ADDENDUM. Mr. Arthur Traies, of the Warwickshire Small-bore R.A., requests the privilege of adding the following items to the agenda of the Advisory Committee issued on 14th September. If the Meeting agrees these and those of the Council and Middle sex will be taken under the last item, " Any other business," but as the matters are important, it is thought best to give the items in detail :— 1. Postal Competitions. Witnessing : " In all iiidividual and team events shot under postal conditions the competitor must add his signature to each card he has shot, in addition to that of the witness, to indicate that he has carried out all the rules. The witness will, in future, not be required to initial the cards before firing commences." (N.B.—People are not usually willing to sign their names to any thing which they know to be shady practice.) 2. Competitions at Meetings. " No entries shall be accepted for the Earl Roberts National Championship or any other similar squadded competition after the draw for positions and times has been made. " If a competitor is not on the firing point to take up his position at the allotted time, he shall forfeit his chance and shall not be permitted to shoot in a later detail." (See 6 below.) 3. National Prize Meeting. Shall be held at Bisley next year. The 25 yards range shall be moved more to the left to make room for more accommodation for 50 and 100 yards and 50 metres shooting. The Class " A " Grand Aggregate at this meeting and, if possible, at the Scottish National Meeting, shall consist of four competitions, making a total possible score of 1,600 : No. 1 Competition—40 shots at 50 yards. No. 2 Competition—40 shots at 100 yards. No. 3 Competition—20 shots each at 50 and 100 yards. No. 4 Competition—50 metres on European targets. T H E R I F L E M A N WWW.RIFLEMAN.ORG.UKthe rifleman Autumn, 1946. The Expert or Class " A " Grand Aggregate at all the S.M.R.C. Prize Meetings shall be open for " any sights." (Reason : We shall never win the " Dewar " until our fellows, especially the new ones, learn to "hold" and the best training is obtained with telescopic sights. The temporary objections are well known, but these will never be overcome until some drastic action is taken.) 4. General. Proposed that the S.M.R.C. shall ask the British rifle manufac turers to include scope-sight mounts on all their new rifles as a standard fitting. 5. National League. The only suitable reward to each member of the team which wins the first division of the National League is a gold medal. It is proposed that until such time as these can be procured the S.M.R.C. shall give, as well as, or in place of, the present silver medal a good quality badge of special design and that these awards shall be retrospec tive to the year when the issue of gold medals ceased. The present ordinary pattern silver medal is considered a totally inadequate recog nition for such an important national competition. 6 . A m e n d m e n t b y C o u n c i l t o N o . 2 a b o v e . " Entries for squadded events to close definitely at advertised date for all individual single entry competitions. The notice of any squadding to be posted before the luncheon interval on the first day of the shooting at the Meeting." Additional Recommendations by the Middlesex S.B.R.A. 7. That competitors tieing with an equal score for the last places of the Lord Roberts final shall, if necessary, shoot a tie shoot at 100 yards. 8. That a warning signal be given one minute before the cease fire signal at open meetings, etc. TO A L L M E M B E R S As promised at the last Annual General Meeting this year it was the intention of the Council to present to the members in October, 1946, a revised version oPthe Memorandum and Articles of Asso ciation of the Society of Miniature Rifle Clubs, which has heen in operation since 1903, when the Society was incorporated. But such a task involves so much consideration from all aspects plus legal advice that the Committee of the Council appointed for the purpose have to advise that following a special meeting of the Council on 5th November, 1946, an Extraordinary General Meeting cannot be held earlier than Saturday, 7th December, 1946, in London. Meeting in Scotland Held at EDINBURGH, MONDAY, 17th, to SATURDAY, 22nd JUNE, 1946 (inclusive) OVER 300 competitive members of the S.M.R.C., both old and new, assembled in t h e a t t r a c t i v e C i t y o f E d i n b u r g h f o r t h e a b o v e - m e n t i o n e d s i x d a y s t o c e l e b r a t e t h e fi r s t post-war Open National Prize Meeting. Also "The Victory," which enabled a return to what so many serving members from rifle clubs have called " real shooting" whilst wandering the earth to resist enemies, and, at the same time, pining to return to their peace-time friendly rivalries in making the best groups on card targets over miniature ranges throughout Britain. W e a r c m u c h i n d e b t e d t o t h e w e l c o m e a n d hospitality of the City Council of Edinburgh, which had been held in abeyance since 1939 and warmly r e v i v e d a t t h e e n d o f 1 9 4 5 . W i t h o u t t h i s t h e meeting could not have been held in their Water works Field, which was admirable in every way f o r t h e o c c a s i o n . S i t u a t e a t t h e t r a m c a r t e r m i n u s at Fairmilehead, the shooting was towards the north-east, the. best direction for light, whilst everyone enjoyed not only this shooting amenity, but also the stimulating country air of the Braid Hills and the grand views over the City on the one hand and towards the Pent land Hills on the other. That Robert Louis Stevenson had been born on a nearby farm gave a literary interest to the situation. s. l.oneu aETCHEa. M,or a. w. gleadow T. S U T T O N . Amt^d such surroundings ranges accommodating details of 60 shooters of .22 rifle and one for .22 pistol shooting were set up, the former bemg divided into 18 at 25 yards, 24 at 50 yards, and 18 at 100 yards, so that with normal details of 10 minutes' duration 39 details of 60 shooters, a total of 2,340 targets per day could be shot in the 6i hours available for the range in use each day. As a matter of fact the following detail of targets were actually shot At 100 yards " § " „ T.L. 25 and 50 yards 2,926 3,061 2,598 299 8,884 A BUSY SCENE .ON ONE SECTION OF THE RANGES. . Unfortunately, for the first three days at least, the wind was gusty and changeable and the weather did not steady down until the last three days with the result that a number of competitors did not venture their serious shooting until the latter half of the week, thereby causing congestion on the ranges, especially at 50 and 100 yards ranges. In any case the first stage of the Haig Scottish Championship had to be completed on Wednesday. 19th June, and as this was a double shoot at both 50 and 100 yards ranges, the fact that the score of 390 or over got into the first 21 places, and the leading score was a splendid 398 X 400 by J. D. Young, of Portlethen, indicated that the weather conditions warranted greater exploitation and faith at firing over such ranges earlier than was done. As a result some congestion occurred and the rule that a competitor should not occupy the same firing place on the range for more than four shoots had to be strictly applied. Mr. F. W. Bracegirdle was occupying the position of Chief Range Officer for the first time and did a fine job, but it became evident that at a time of congestion an additional effective assistant is essential to register names in order for positions on the range to be taken in order. As usual Mr. Tom Walker was to the fore in this respect, but it is a matter that the Advisory Committee will have to study and legislate for in the rules of conduct of shooting. For the first time a loud speaker was installed on the range and helped the C.R.O. to make his instructions heard over all of the three ranges. Another innovation was the classification of the competitors into A, B, C and D sections so that the lower classes could be assured that they would not be outclassed by Expert or Inexpert marksmen. That this is not sufficiently known is evident by the comparatively small number of entries received in the C and D class events, but in the near future we feel sure the advantages offered marksmen who WWW.RIFLEMAN.ORG.UK8 f-v THE ENGLISH TEAM. EDINBURGH, 1946. average under 97 for C and under 94 for D will be fully realised and the entries reflect by much greater numbers that the ordinary club member has his chance at last to win first prizes amongst competitors o f h i s o w n c l a s s . Coming now to outstanding successes we first of all refer to the success of the strong English team in the Home Countries International for the Ian Hamilton Cup ; that half the team should be old stagers and the other half be newcomers in both English and Scottish teams is good for the future. England won by 27 points in a total of 2/931. The County Sextette was won by the strong Middlesex team by three points from Stirlingshire in a total of 1,172. As will be seen from the following official prize list a feature of the results is the fact that no one club ran away with a majority of the team trophies as the following were all winners of " Firsts," viz. ; Guardbridge, City of Birmingham, Dunblane, Croftfoot, Perth City and County, Peebles, and Glasgow Police. No one club had more than one first. The outstanding individual successes taking the Class A Open Grand Aggregate and the championship of the Meeting was won by J. F. Chandler, of Twickenham R.C., with the splendid score of 1,382 ex 1,400, and he was closely followed by J. Hall, of Birmingham, with 1,380 and C. Sonley, of Hull, with 1,378. The Open Championship of Scotland for the Earl Haig Trophy was won by J. D. Young, of Portlethen, Aberdeen, with 789 ex 800, who was closely followed by J. D. Nicoll, of Perth, 788 and N. Ackroyd, of Croftfoot, with 786. The B Class Aggregate was won by the brilliant young lady shot of Perth, Miss H. Millar, with the best of the three highest totals of 1,368, the other two being by W. Young, of Ardeer, being second with 972, whilst the Class D Aggregate was won by R. W. Scott, of Redcraig, with 966 ex 1,000. The revival of time-limit shooting by three events—two at 25 and 50 yards plus an aggregate—was somewhat of a handicap to the range organisation, but the aggregate resulted in a tie with 397 each by A. A. Smith, of Glasgow Police, and C. Sonley, of Hull. The Ladies' Championship of the Meeting was won by Miss M. F. Millar, of Perth, with 584 x 600, whilst her sister. Miss H. Millar, came second only one point less. The Junior Championship for the Rucker Cup was a popular win for W. Young, of Ardeer, after a tie with Miss C. E. Scales of Lasswade. The .22 Pistol Championship of the Meeting was won by D Harkness, of Bradford, with the score of 177, which was 12 points better than the runner-up, L. S. Hughes, of Twickenham. By kind permission of Brigadier Barlow, Major White and Captain Reynolds had charge of the latest models of the .22 Prototype Rifle and the Unlimited entry competition at 100 yards was won by Mr. D. Besides these prizes there were £450 in cash prizes. , , Lt.-General Sir Neil Ritchie, G.O.C., Scottish Command, arranged through Major Douglas for the-supply of 28 range orderlies, who were most effective, ■whilst Major Aitken, D.C.R.E., through his derk ol works, Mr. Wilson, was able to provide the services of Geiman P.O.W. to give excellent assistance to the City Surveyor s stan in building the ranges. Without the material supplies of timber, etc., held over by Messrs. Beckett, of Lowestoft, however, no range could have been built and considering that this material had been stored at the Society's request since 1939 we owe most grateful thanks to this Lowestoft firm. ■ . . r , u o • , Miss P. A. Young, M.B.E., a Vice-President of the Society and formerly the inspiring leader of .22 rifle shooting in Dumfries, attended each day to render valuable services in many ways, whilst Mr. J. Guy, of Ayrshire, a life member, did likewise in the latter pait of the week. The Range Committee was in frequent session to deal with essential matters of range routine which naturally crop up aim we are eratelul to them and to members of the Council, Major R. W. Gleadow, W. D. Findlay, Col. Gould, D.S.O., D. McGillivray, Major F. B. Smith, Lt.-Col. K; Whitton, Lt.-Col. T, Sutton, Vice-Chairman, and Lt.-Col. Sir Lionel Fletcher, who were all present to meet the members. A new feature introduced at this Meeting was the lunch time quiz gatherings, at which such subjects as .22 rifles, use of slings, gad gets, fore and rear sights, and handicapping were discussed and demonstrated by Messrs. E. G. B. Reynolds, A. Traies, F. A. Foxon, H. Robertson, H. W. Johnson, F. MacRae and T. Walker, to all of whom we owe thanks. On this occasion an information leaflet to help old and new comers was issued on entry, with a list of accommodation. Both served a useful purpose. Refreshments were provided by Messrs. A. W.
