Each competitor .must have been a bona-fide member of the C o r p s , e t c . , w h i c h h e i s r e p r e s e n t i n g f o r a t l e a s t t w o m o n t h s previous to the date of shooting. No competitor may shoot for more than one team. T h e c o n t e s t w i l l t a k e t h e f o r m o f a p o s t a l c o m p e t i t i o n , a n d teams may shoot their targets upon any day between June 23rd and July sth inclusive. Secretaries of teams must give the Secretary of the S.M.R.C. at least three days' notice as to the day, time and place the teams will shoot. .The shooting of the whole team must take place on the same range and be completed %vithin a period of two consecutive hours. Witnesses.—Each of the targets must be shot, where possible, in the presence of a witness especially appointed by the S.M.R.C., or, failing such a witness, in the presence of any Commissioned O f fi c e r, C a d e t O f fi c e r, M u s k e t r y O f fi c e r, S c o u t m a s t e r o r S c h o o l master, who has previously been nominated and accepted by the S.M.R.C., who will be responsible for the conditions of the com petition being duly complied with and who will certify same upon the certificate forwarded with the targets. Teams of four lads between the ages of 12 and 18. Distance.—25 yards, to be measured from the edge of the firing point nearest the targets. Number of shots and description of targets.—20. 10 deliberate, S.M.R.C. double decimal; 10 in 100 seconds. Double Bisley Figure 25-200 yards. Note.—The deliberate targets have two targets printed on one c a r d , a n d fi v e s h o t s s h o u l d b e . fi r e d a t e a c h . Should competitors f a i l t o o b . s e r v e t h e s e c o n d i t i o n s a n d m o r e t h a n t h e s p e c i fi e d number of shots be placed on any target, full credit for each shot shall be given if they can be distinctly seen, subject to a penalty of one point for each shot in e.Kcess. An additional full value of one shot will be deducted from any target in respect of each shot in excess of the required number. Rifles.—Any .22 breech-loading rifle or carbine (this includes the short fore-end) fitted with barrel not exceeding 3oin. in length and complying with the following conditions :— Sights.—I-'oresight : Barleycorn, knife-blade or solid bead, with or without protecting ring not exceeding Jin. in width, measured parallel with the barrel. Backsight : Any sight including apertures, with or without wind-gauge, but not fitted with glass or levels. Position.—Any. No artificial rest of any kind allowed. (See Rule 58.) Slings.—Slings must not be used. Trigger.—The trigger pull must not be less than 4lbs. Triggers m u s t , b e t e s t e d . E a c h c o r p s m u s t p r o v i d e a 4 1 b . c e r t i fi e d d e a d weight trigger tester for this-purpose. Coaching and spotting.—Deliberate Stage : Coaching and spot ting allowed; competitors may also use their own binoculars or tele scopes. Time-Limit Stage : No coaching or spotting allowed, and telescopes must not be allowed on the firing point. Where not otherwise provided for the Shooting Regulations of the Society of Miniature Rifle Clubs will govern the contest. Ties for the first three places will be shot off. A n y p r o t e s t r e g a r d i n g a n i n f r i n g e m e n t o f t h e r u l e s m u s t b e received by the Secretary of thp S.M.R.C. on or before July 9th otherwise it cannot be entertained. Entries must be made on or before June i8th upon a special form to be obtained from the Secretary of the S.M.R.C. The necessary targets and witness's certificate will be sent to competing corps immediately after the closing date, together with an envelope, in which they must be returned at the conclusion of the shooting. P a l m e r ( T h e t f o r d T o w n S c o u t s ) . .96 97 193 Sir,—Having been interested in landscape targets I can appreciate your correspondent s vievvs regarding harmonising of sights, but would like to take the liberty of pointing out such a target was evidently not intended and is certainly not suitable for " g r o u p i n g " a s u n d e r s t o o d i n c o n j u n c t i o n w i t h i n d i c a t i o n a n d recognition. He appeared to overlook the rectangular gauge which is the recognised form of measurement for this work which provides for lateral deviation of 2in. and^in. respectively, and ajin. and 5in. for (fifference in elevation. Whilst admitting the alteration of position of firer may bring about a slight alteration in the "point of compact," firing slopes do not as a _rule afford much provision for such a vast change, and the few inches he refers to should surely be covered by the allowance given in the gauge. Be this as it may, there is always the alternative of allowing a firer a couple of sighting shots on the harmonised line, and this also provides for the difference in sighting, which some firers, especially noviies, are inclined to think should be a consideration. We know there is only one regulation aim, but even this very often opens up discussion. For general landscape work there is nothing, so far as I know, to better, or even equal, the Solano battle practice target. In this instance you have direct fire, no harmonisation, and the firer has the satisfaction of actually hitting bis object, which can be arranged to fall when struck if necessary. There arc numerous figures of men in various proportionate sizes, trees, houses, etc., and with a little ingenuity models of various other things can be made, until the whole effect from a distance looks absolutely real. I have had the opportunity for some time past of giving instruc tion on this target, and for fire orders, fire control, indication and recognition, I would strongly r< commend it against the ordinary l a n d s c a p e t a r g e t s , w h i l s t f o r c o m p e t i t i o n s b o t h i n d i v i d u a l a n d collective it is most interesting.-—Yours truly, J, Watson, Late C.S.M.I. As it is felt that possibly competitors from a distance may have some difficulty in obtaining accommodation in the neighbourhood of the range, a r r a n g e m e n t s h a v e b e e n m a d e w i t h t h e c o n t r a c t o r, w h o is prcfviding the tents and refreshments, for accommo d a t i n g a c e r t a i n n u m b e r o f r i fl e m e n u n d e r c a n v a s , a n d those wishing to take advantage of such accommodation should communicate with Mr . These can be reserved upon application. * ■ * * T h e t h i r d r o u n d o f t h e " N e w s o f t h e W o r l d " C u p Competition proved fatal to two of the clubs which took part in last year's.final, both Addiscombe and Mitcham being beaten—a third, Ham and Petersham, was beaten in a previous round, while in the semi-final, which is now in progress of being shot, Wimbledon Park has been ' beaten by the Associated Equipment Co. These results will probably mean that the final, which will take place on the last day of the London Meeting, Saturday, June 14th, will be shot for by the Cheam, Lee, Associated Equipment and the London Postal Service Rifle Clubs teams, when a very interesting and keen contest should t a k e p l a c e a s n e i t h e r o f t h e s e c l u b s h a v e y e t s u c c e e d e d in winning the cup. In this competition the Cheam Rifle Club took an ample revenge for the beating the Alexandra Palace gave them in the National Team Championship, and in addition to winning their match by 12 points they succeeded in returning the highest score in the round, viz., 1,150- * * * The credit of making the only highest possible in the S.M.R-C. Individual Postal Competition belongs to Mr. A. J. Bayley, of the Lee Rifle Club, and the targets he returned are probably the best set he has ever shot. If these targets had been scored from the centre instead of edge-cutting they would have counted 99, 98, 98—295, and to all practical riflemen this speaks for itself. * * * Some excellent scores have been returned in the first round of the Queen's Cup Competition, and Insp. G. Hicks, of the " P " Division, Metropolitan Police, and G.P.O. May, of the Royal Naval Barracks, are to be ■congratulated upon heading the list with double possibles. In the first round the Cranwell Ladies are drawn against the Leiston Patriotic Ladies, whilst the following seven teams receive byes :—Crayford, M o n m o u t h a n d D i s t r i c t , S h a n k l i n , D a v e n t r y a n d D i s trict, Reigate, Carlton and District, and Hendon and Cricklewood Ladies. ■ » * * All members of rifle clubs over 60 years of age are re minded that entries for the Veterans' Competition will close on June i6th. The targets will be issued imme d i a t e l y a f t e r t h i s d a t e a n d m u s t b e s h o t a n d r e t u r n e d o n or before July 7th. The conditions are 30 shots de liberate, 10 each at 25, 50 and 100 yards, at S.M.R.C. match target. Gold, silver and bronze medals will be awarded to the leading competitors, and in addition special bronze medals will be awarded for the highest score at each of the respective ranges, but no comjietitor m a y t a k e m o r e t h a n o n e m e d a l . The City of London Rifle League, suspended for the duration of the war, proposes to re-open its competitions. The League is open to all clubs affiliated to the S.M.R.C. within the 15 miles radius. The clubs compete in divi sions, according to their shooting strength, and each member of the winning team receives a medal. ' I 'HE Sixteenth Annual General Meeting- of the I ' members of the Society -was held on Wednesday, A May 7th, at Messrs. Lloyds Bank, 222, Strand, London,- W.C.2, under the presidency of Mr. A. A. Padley. The Council were further represented by Colonel Sir J. D. Legard, Mr. E. B. Caird, Brigadier- General N. Lake, Colonel Rumsey, Major G. L. Bennett, Mr. C. Murray Smith, Mr. H. H. Twining (Treasurer) and Mr. F. Carter (Acting Secretary). The Secretary, after reading the notice convening the meeting, reported that letters of regret for absence h a d b e e n r e c e i v e d f r o m M a j o r - G e n e r a l S i r R . B . The Chairman: I regret to say that owing to a previous engagement our President, Field-Marshal Sir Douglas Haig, is unable to be present with us to-day, and I am also sorry to say that Lieutenant-General Sir Alfred Codrington, the Chairmajn of our Executive Committee, o n a c c o u n t o f b e i n g o u t o f t h e c o u n t r y a t t h e p r e s e n t moment, is unable to be present. Before commencing the proceedings connected with this meeting I would like to express the deep regret of a l l t h e m e m b e r s o f t h e C o u n c i l u p o n t h e d e a t h o f t h e M a r c h i o n e s s o f L o n d o n d e r r y. T h e l a t e M a r c h i o n e s s w a s a m e m b e r o f t h e C o u n c i l f r o m a l m o s t t h e c o m m e n c e m e n t of the Society, and in its earlier days took a great interest in its work and was also instrumental in forming and supporting a number of clubs, especially in the County of Durham. Since the date of the last meeting circumstances have c o n s i d e r a b l y a l t e r e d t h e o u t l o o k o f t h e S o c i e t y. T h e cessation of hostilities and the signing of the Armistice in November last has had the effect of the closing down of a number of clubs, which were temporarily'opened for the express purpose of giving some preliminary training to men who were likely to be called upon to join the Forces. The suspension and partial disbanding of the Volunteer Force has also caused the closing of a number o f c l u b s c o n n e c t e d w i t h t h e v a r i o u s b a t t a l i o n s a n d c o m panies of the regiments, but I am rery pleased to state t h a t i n a n u m b e r o f i n s t a n c e s V o l u n t e e r u n i t s i n v a r i o u s parts of the country have decided to continue their interest in shooting by turning themselves into civilian clubs and opening their doors to all-comers. The number of clubs who paid their subscription to the Society for the year 1918 was 2,010, including 143 new affiliations, which m e a n s t h a t 3 6 1 c l u b s w e r e e i t h e r d i s b a n d e d o r t e m porarily closed. Since the commencement of this year, however, the Society has received applications from a large numlxir of their old clubs for re-affiliation, and it is hoped that before the end of the present year the num ber of clubs connected with the Society will be more numerous than previous to the commencement of the war. .'\.t the present time our stock of both rifles and ammunition is low on account of difficulties in obtaining supplies. With regard to the former, the Society pos sesses a large stock of old Martini carbines, and as soon as satisfactory arrangements can be made for their con version. suitable for use with the .22 cartridge, the work will be put in hand, and although it will be impossible to supply these to our clubs upon the old terms, I have no doubt but that the price will compare very favourably with that of. any other rifle. With regard to ammunition, when the Society's stock ran very low the War Office c a m e t o o u r a s s i s t a n c e t o c o v e r o u r i m m e d i a t e n e e d s , and I hope before "very long an ample supply of the' various English brands will be obtainable. Our expenses during the past year show a consider able increase, the chief reasons being the extra war allow ances made to the staff, the high cost of the paper .used for the printing of the Rifleman, an expense which cannot be avoided as the circulation of this paper affords the chief medium of communication between the Society and its clubs. At the same time, unless the cost of production can be reduced in the near future, the question of in creasing the price will have to be considered, and also the cost of running the postal competitions, and on this point I would like'to remind all present that the entrance fees to our competitions have not in any single instance sufficed to cover the expenses, but as the competitions areirun for the direct purpose of encouraging shooting the Council do not propose to increase these fees, but to charge the loss to the Society. With regard to our funds, I am pleased to say that w e h a v e d u r i n g t h e p a s t y e a r b e e n a b l e t o t r a n s f e r a further j^i,ooo to our Building Fund, in addition to the i n t e r e s t w h i c h h a s a c c r u e d . T h i s f u n d n o w s t a n d s a t ;£74,927 13s. qd. The Council are not overlooking the p u r p o s e f o r w h i c h t h i s f u n d w a s i n s t i t u t e d a n d a s u b committee has recently inspected certain sites with a view to obtaining a suitable and conveniently situated piece of ground for the purpose of providing a permanent range for ihe Society. The only other item I need mention is the Life Membership and Junior Section Fund, which has geen increased during the past year by ;^824 8s. 2d., chiefly owing to a further appeal to members of the public by our President. Further appeals for this fund will be made when opportunity occurs, as it is felt that a sum of at least ;^io,ooo should be obtained. Considering the adverse circumstances the Society has had to meet, I think everyone will agree that the balance sheet, which shows a clear profit of ;^i46 is. gd. for the year after transferring to the respective accounts the whole of the s u b s c r i p t i o n s r e c e i v e d f r o m L i f e M e m b e r s , a l s o t h e a c c r u e d i n t e r e s t o n i n v e s t m e n t s i n b o t h t h i s a n d t h e Building Fund, is very satisfactory. I would now like to make a few remarks with regard to the work of the Society in connection more directly whh the encouragement given to the shooting. Unfor tunately, for the second year in succession, the Council felt compelled to abandon the holding of any Open Meetings, but now that circumstances have considerably altered, arrangements have been made to recommence WWW.RIFLEMAN.ORG.UKRIAY, 1919.T H E R I F L E M A N . 213 these meetings, which are always so popular with our club members, and two fixtures have alreadj' been adver tised to take place—the first to be held on the range of the Ham and Petersham Rifle Club during the period. June 6th to June 14th, and the second which will be run i n c o n i u n cti o n w i th th e L -n c o l n sh i r e C o u n ty A s so c i a ti o n , at Cleethorpes, on August 6th to gth. In spite of all obstacles the Society, during the past years, continued to provide riflemen with many opportunities for match shooting by means of .the following postal competitions': The Queen .'Mexandra's Cup (which was won for the first time by the County of London), the National Team Cham- p'onship, Burroughes and Watts Trophy, S.M.R.C. Team Championship, the Ladies' Championship and the \'eterans' Competition, each of which was open to all affiliated clubs. The Volunteers were especially catered for with the Mackworth Praed Cup, the B.S.A., and the Volunteer Team Championship, whilst the London and District clubs were also able to compete for the Browne Martin Cup, the " News of the 'World " Cup, the London Xeague and the Munition Works League. Although the entr-es for all these events' were very satisfactory, the competitions which have given the Society more encouragement and attracted more clubs to affiliate were the winter, spring and summer competi tions, limited to junior organisations such as Cadet Corps, School Corps, Lads' Brigades and Boy Scouts, the entry for the latter being quite a record of 155. The Council again wish to draw special attention to these particular events and earnestly appeal to all mem bers and supporters for further donations to the Junior Section Fund, which has been instituted for the sole pur pose of providing grants of ammunition to the clubs shooting in them. It is felt that owing to want of funds amongst most of these junior clubs the instruction given in rifle shooting is far less thaq what is necessary, and the periodical grants of ammunition would be of great assistance. The Council consider that every opportunity should be provided for the training in rifle shooting of all lads under 18 years of age, as it is to this section that the country must naturally look for the provision of the additional men required for the active forces in the army. Donations should be forwarded to the Secretary, Society of Miniature Rifle Clubs, Arundel House, Arundel Street, Strand, "London, W.C.2. The Council of the Society are much indebted to the ladies and gentlemen whose names appear in the list of contributors to its funds for the financial assistance they have given, also to Mr.'C. R. E. Bell, Lord Desborough, the Central Association Volunteer Regiments, and the rifle and ammunition manufacturers who have so kindly provided the prizes to be shot for in some of our com petitions. It was proposed by Sir James Legard that the report and accounts be received, approved and entered on the minutes. This was seconded by Brigadier-General N. L a k e a n d u n a n i m o u s l y c a r r i e d . Brigadier-General Lake proposed the re-election of the retiring auditors, Messrs. Craggs, Turketine and Co., on the same terms as last year. This was seconded by Mr. C. Murray Smith and unanimously carried. Upon the proposition of Brigadier-General N. Lake, seconded by Colonel Rumsey, a vote of thanks was passed to the Treasurer and Messrs. Lloyds Bank, Ltd., for kindly placing their room at the disposal of the Society for the meeting.
